Local Governments in Nigeria are empowered to collect tenement rates by virtue of the Taxes and Levies (Approved List for collection decree) 1998 these rates include; tenement rate, radio/television fees, shop and kiosk fees, sign board and post fees, refuse and waste disposal fees e.t.c The law is of federal application and every state has its on law regarding local Government taxes. So yes, they aare empowered by law to collect taxes
